I have Cygwin set up with gcc and was able to compile the newest stable release of LAME version 3.99.3 into an executable for windows 32-bit... It can probably run on Vista and 64 bit versions of windows.

It is virus free afaik because i have the most up to date Avira running... you might still want to scan it with your own virus scanner but it's working fine on my system with RazorLame 1.1.5

EDIT: You might need to put this .dll file in your C:\Windows directory to get the .exe to run. Failed to realize Cygwin binaries need cygwin1.dll sometimes. here's the download link http://www.extalin.com/cygwin1.dll
